U.S. Offers Another 17 Million SPR Barrels as Fuel Crisis Deepens
10/20/2026 // Sterling Ashworth // Views

The U.S. is putting another 17 million barrels of crude from the Strategic Petroleum Reserve (SPR) on offer, one day after the International Energy Agency (IEA) accelerated emergency stock releases as governments scramble to get more oil and fuel into a tight market [1].

The Department of Energy (DOE)issued a request for proposals on Oct. 16 for an exchange of up to 17 million barrels, part of the 172 million barrels Washington committed to make available under the IEA's 400-million-barrel emergency action announced in March, according to the department [1]. The solicitation marks the latest step in a coordinated drawdown that has already pushed the reserve to its lowest level in more than four decades.

The SPR has shrunk by almost a third since Washington began releasing crude in March, according to DOE data [2]. The exchange mechanism allows companies to borrow government crude and repay it later in kind with a premium of additional barrels, a structure the DOE has said will put oil on the market now while ensuring the reserve is refilled later [3].

The IEA said on Oct. 15 that members would accelerate the roughly 100 million barrels still outstanding from March, including more than 20 million barrels of diesel as soon as possible [1]. The Oct. 16 solicitation follows that escalation, with Washington placing 17 million more barrels on the table as the reserve sits at about 283 million barrels.

Reserve Level Nears Operational Minimum Range

The SPR currently holds about 283 million barrels, according to figures cited in the report [1]. If companies take the full 17 million barrels before any repayments arrive, inventories would fall to roughly 266 million barrels, a level inside the 250-million-to-300-million-barrel range generally described as the reserve's operational minimum zone [1].

The reserve's descent has been documented in federal data throughout the year. The SPR held 284.6 million barrels for the week ending Sept. 18, down from 285.0 million barrels the prior week and 406.0 million barrels a year earlier, according to Energy Information Administration figures [4]. DOE data show the reserve fell to 283.8 million barrels the following week, the lowest level since October 1982 [4].

The report states the government is trying again after DOE offered the final portion of its March commitment in June, when companies agreed to take only about 500,000 barrels [1]. The Government Accountability Office has warned that the SPR faces growing risks of failing to respond effectively to future energy crises due to aging infrastructure and record-low inventories, according to a report released in July [5].

June Solicitation Drew Limited Industry Interest

DOE offered the last portion of its March commitment in June, requiring companies to return the borrowed crude later with premiums of as much as 24%, according to the report [1]. Companies agreed to take only about 500,000 barrels under that solicitation, the report stated [1].

The June result showed refiners were not necessarily willing to borrow government crude on repayment terms described as expensive, according to the report [1]. The exchange structure functions like a loan in which companies receive crude now and return more barrels later, an arrangement the DOE has used during severe weather events and other supply disruptions [6].

A prior exchange announced in May illustrated the same mechanics. The DOE announced on May 11, 2026, that it would loan 53 million barrels of crude from the SPR to petroleum companies, with deliveries beginning immediately and continuing between June and August as gasoline demand peaked during the summer driving season [7]. That release was part of the coordinated international effort by IEA member nations to stabilize prices that have frequently exceeded $100 per barrel since the conflict began on February 28 [7].

Commercial Inventories Post Steep Weekly Decline

The American Petroleum Institute estimated U.S. crude stocks fell 11.12 million barrels last week, following a 2.09-million-barrel decline the previous week, according to the report [1]. Commercial inventories have lost more than 51 million barrels over the last 26 weeks, the report stated [1].

The drawdowns were reported against a market the report described as tight, with the IEA accelerating emergency stock releases as governments seek to move more oil and fuel into supply [1]. Crude commercial stocks have been at five-year lows and even approaching ten-year lows, according to an analysis published by Peak Prosperity, which noted that the country does not have a large buffer of stored oil [8].

The pressure extends beyond crude. AAA's national average price for diesel topped $6.27 a gallon in mid-September as the industrial fuel continued to set new highs [9]. Senate Majority Leader John Thune (R-SD) told reporters he was open to exploring a diesel export ban amid the price surge [9].

Outlook Tied to Refiner Participation and IEA Timetable

Whether the 17 million barrels are taken up depends on company response to the solicitation terms, which require repayment of borrowed crude with premiums, according to the report [1]. The IEA said Thursday that members would accelerate the roughly 100 million barrels still outstanding from March, including more than 20 million barrels of diesel as soon as possible, the agency stated [1].

The broader trajectory of the reserve remains a subject of scrutiny. The GAO found that as of December 2025, the SPR's effective oil withdrawal capability had fallen to about 61% of original design capacity, while refill capability stood at 56% [11]. More than one-quarter of the oil stored in the reserve was temporarily unavailable because of construction work and cavern outages, the watchdog found [11].

Analysts have warned that drawing down crude inventories at a record pace, with SPR releases doing the heavy lifting to cushion the Gulf supply shock, only delays a move higher in crude oil prices once those buffers are depleted [12].
