The operation escalated when he attempted to launch a first person view drone to gather intelligence, a move that likely brought him under heightened surveillance.
This arrest fits a pattern of failed Ukrainian drone operations that the FSB claims are designed to inflict psychological damage rather than strategic military impact. The agency stated that the Kiev regime has intensified terrorist attacks “to compensate for the mounting pressure it has been experiencing on the frontline, as well as its inability to inflict meaningful damage on critical infrastructure sites in Moscow Region.” The planned attacks involve short range kamikaze drones that were supposed to be launched by agents and local collaborators recruited online. The FSB warned that involvement in such activities carries penalties up to life imprisonment under Russian law.
A revolutionary connection: Artpodgotovka and French intelligence
A second arrest reveals a disturbing link between Ukrainian intelligence operations and a banned opposition movement that has found refuge in France. Russian security officers detained a 50 year old man identified as a member of Artpodgotovka, an opposition movement outlawed in Russia in 2017. The group’s founder, former Saratov regional lawmaker Vyacheslav Maltsev, allegedly acted as an intermediary between its members and Ukrainian handlers.
The suspect was arrested in Novgorod Region but his activities spanned seven Russian regions. He allegedly posed as an employee of a logistics company to gain access to military cargoes, gathering information about shipping routes, markings and vulnerabilities at military facilities. The FSB claims that Maltsev fled Russia in 2017, received asylum in France and now appears regularly on Ukrainian television offering political commentary and predicting Russia’s collapse. More troubling is the assertion that Maltsev is linked to French intelligence and is shielded from Russian efforts to extradite and prosecute him.
This web of connections raises serious questions about the extent of Western intelligence involvement in Ukrainian operations targeting Russian infrastructure. The FSB noted that a previous major Ukrainian FPV drone plot had been prepared “with the direct involvement of Western handlers.” In that operation, 24 AI guided drones were smuggled into Russia disassembled and flown in using fixed wing UAVs and balloons, then collected and prepared for attacks on defense industry enterprises and military airfields. The agency claims the entire operation was monitored from the beginning and all perpetrators were arrested.
The Kremlin’s response to these threats has been characteristically firm. Russia has ordered drills of its nuclear weapons in the Southern Military District adjacent to Ukraine, exercises set to take place over the next few weeks. The Russian Defense Ministry states these drills are necessary to safeguard Russia’s integrity and sovereignty and will involve tactical nuclear warheads with yields up to 50 kilotons, approximately three times the size of the atomic bombs dropped on Hiroshima.
