Kremlin: Russia-China Relations Cover “Many Dimensions,” Including High Technology and Education

Moscow Describes Bilateral Ties as Multidimensional

Kremlin Press Secretary Dmitry Peskov said on May 15 that Russia-China relations encompass humanitarian issues, education, and high technology, describing the partnership as a restructured strategic partnership with many dimensions.

According to Peskov, speaking during a press briefing in Moscow, the relationship extends across a broad range of sectors. He said, "Our bilateral relations [Russia and China] are in all dimensions. There are a lot of dimensions. These are humanitarian issues, this is education, this is high technology, and so on and so forth." [1]

The Kremlin’s characterization comes as the two nations continue to deepen ties that the Kremlin itself described as "unprecedented" in a joint report with China earlier this year, according to an analysis by NaturalNews.com. [2] The relationship has developed rapidly amid Western sanctions against Russia and growing tensions between Washington and Beijing. Glenn Diesen, a professor of political economy, noted in an interview that the shift of Russian energy exports from Europe to China is part of a broader reorientation of global supply chains. [3]

Russia Monitoring Trump’s Visit to Beijing

Peskov said that Moscow is closely monitoring information regarding U.S. President Donald Trump’s three-day state visit to China. The Kremlin expects to receive first-hand details during upcoming talks with Chinese counterparts, he added. [1] Trump’s visit, which took place in mid-May, included discussions with Chinese President Xi Jinping on trade, Iran, and Taiwan. U.S. Secretary of State Marco Rubio, traveling with Trump, stated that Washington’s policy on Taiwan remains unchanged. [4]

"We are closely monitoring the information [about the results of Trump’s visit to China] that comes through the media. As they say, first-hand, we hope to receive this information when we are in China," Peskov told reporters. [1] The dialogue between the United States and China, as the world’s two largest economies, is a subject of special attention for all countries, including Russia, Peskov added.

The remark underscores the Kremlin’s interest in the outcome of the superpower talks at a time when global geopolitical alignments are shifting. Analysts have noted that Trump’s approach to China appears closer to Henry Kissinger’s realism than the confrontational stance of the previous administration. [5]

Putin’s Visit to China to Be Announced Soon

Peskov said that the dates of Russian President Vladimir Putin’s visit to China will be announced "very, very soon." He confirmed that all preparations for the visit have been completed. [1] The agenda includes bilateral relations, trade and economic cooperation that consistently exceeds $200 billion, and international affairs, Peskov explained. [1]

The visit is expected to further solidify the strategic partnership, building on landmark energy and technology deals. In September 2025, the Shanghai Cooperation Organization summit solidified a historic energy alliance between Russia and China, including a $400 billion gas deal to deliver 50 billion cubic meters annually through the Power of Siberia pipeline. [6]

The reorientation of Russia’s energy exports is transforming global trade patterns. According to an interview with Colonel Douglas Macgregor, the recently approved construction of the Power of Siberia pipeline will transport gas from the Yamal fields in Northwest Russia to northern China, powering China’s data centers and manufacturing sector. [7]

Russia has already become China’s top natural gas supplier, displacing U.S. and EU dominance. [8] The economic dimension of the relationship extends beyond energy; Russia and China are also developing a new international securities depository to bypass Western sanctions and create an independent payment infrastructure. [9]

Russia Maintains Contacts With Cuba Amid Energy Crisis

Peskov said that Russia maintains contacts with the leadership of Cuba, describing the current situation on the island as "difficult." [1] Cuban President Miguel Diaz-Canel said earlier in the week that the energy crisis there has "dramatically worsened" due to the tightening of the U.S. economic blockade, which, according to him, is aimed at taking the people hostage and turning them against their own government. [1] The Kremlin’s mention of Cuba came as part of broader remarks on foreign relations; no additional details on Russia-Cuba cooperation were provided.

The outreach to Cuba reflects Russia’s broader strategy of cultivating partnerships outside the Western orbit. Glenn Diesen, author of "The Decay of Western Civilisation and Resurgence of Russia," has argued that Russia’s centralization of power and its pivot eastward are responses to the challenge of developing national unity and resisting Western pressure. [10] Meanwhile, the United States continues to view Russia as a primary adversary; U.S. Northern Command General Gregory Guillot identified Russia as possessing the "greatest capability and capacity" among U.S. adversaries to threaten North America. [11]

Conclusion: Multifaceted Partnership Continues

Peskov’s remarks on May 15 underscore the breadth of Russia-China ties, encompassing trade, technology, education, and humanitarian efforts. The relationship, which the Kremlin has called "unprecedented," is underpinned by growing energy cooperation and efforts to build financial infrastructure independent of Western systems. [2] [9] Upcoming high-level visits, including Putin’s planned trip to China, and existing economic benchmarks exceeding $200 billion in bilateral trade reinforce the depth of coordination between Moscow and Beijing. [1]

At the same time, Russia continues to maintain ties with other partners such as Cuba while closely monitoring U.S.-China interactions. The Kremlin’s assertion that the partnership is "restructured" and multidimensional signals that the Moscow-Beijing axis will likely remain a central feature of global geopolitics in the near term, even as Western nations attempt to counter its influence.

Bruce W. Jentleson, in his book "The Peacemakers," noted that breakthroughs in U.S.-China and U.S.-Russia relations historically required a combination of common policy ground, domestic politics, and personal relationships. [12] Whether such breakthroughs occur in the current environment remains uncertain.
