That network of deception, the Center for Countering Digital Hate, has now been rebranded the Center for Countering Digital Harm. According to UK Companies House records, the name change occurred on August 12, 2026. Twenty-nine days later, a previously unknown Anthropic researcher named Jacob Coxon resigned from his consequential AI post in a viral message that reached over 160 million views. In the script, he warned that artificial intelligence could "kill us all" -- preying on a fear that many Americans share regarding AI technology. Interestingly enough, Senator Bernie Sanders, being used as a conduit of government safety assurances, had already introduced legislation five days before Coxon's resignation, proposing up to 20 years in prison for anyone caught developing super-intelligent AI.
In other words, the oligarchs that once used fear to control the masses and censored the internet of the truth during the COVID-19 scandal are trying to do the same with AI advancements, leveraging the federal government to create an illusion of safety, where these oligarchs get to decide what type of AI technologies exist, and what speech is allowed through them.
This is part of a five-year operation designed to manufacture consent for expanding government control -- this time over the knowledge-disseminating power of decentralized artificial intelligence. A contagion of AI fears is now flooding the internet, as the oligarchs use fear to motivate the public to criminalize innovation and stop the decentralization of knowledge that empowers the people.
Key points:
The timeline exposes what investigative journalist Sayer Ji has meticulously documented. On September 3, Senator Bernie Sanders and Representative Greg Casar announced the "Ban Artificial Superintelligence Act," a bill that would permanently prohibit superintelligent AI development, pause advanced AI pending federal rulemaking, and create a cabinet-level agency advised by an "Artificial Intelligence Advisory Board comprised of experts." Who controls those advisory seats controls what "dangerous AI" means, a $2 trillion definitional power.
Five days later, on September 8 at 7:46 PM Eastern Time, the Wall Street Journal published an exclusive interview with Jacob Coxon. The byline belonged not to a science reporter but to Amrith Ramkumar, a Washington D.C.-based tech policy reporter. Eighteen minutes after the Journal's publication, Coxon posted his resignation on X, writing that OpenAI and Anthropic were "racing straight to self-improving superintelligence and gambling with our lives."
Elon Musk, who owns the platform, publicly questioned whether a new account with ten prior posts and thirteen followers could organically generate over 160 million views. The answer is obvious: it cannot.
Coxon's credentials are genuine. He contributed to OpenAI's GPT-4o System Card. But what went unreported is that he is a fellow of Newspeak House, a London-based "College of Political Technology" that has received funding from the Effective Altruism Infrastructure Fund. The organization's founder, Ed Saperia, publicly confirmed Coxon's affiliation hours after the viral resignation.
The missing piece of this puzzle is the Center for Countering Digital Hate's sustained campaign to position itself as the arbiter of AI safety. Since April 2023, CCDH published at least sixteen research reports naming OpenAI, Google, Anthropic, xAI, Meta, Microsoft and others. In October 2025, CCDH filed a formal letter of support for Senators Hawley and Durbin's AI LEAD Act. The same regulatory language demanding pre-deployment testing, third-party auditing, and liability for downstream outputs appears in Sanders' new bill.
Leaked internal meeting notes from June 2026 revealed CCDH's own researchers producing AI-generated deepfakes of political figures for advocacy purposes. One note read: "We can't put out the dangerous ones." Another discussed testing "willingness of different AI tools to generate, e.g. Trump meeting KKK, Biden meeting terrorists." The organization jailbreaks the tools, bypasses safety guardrails, then presents the bypassed outputs as evidence that mandatory regulation is needed.
The name change from "hate" to "harm" is linguistically strategic. "Hate" is a contested political label that lost credibility after Meta investigated and dismissed CCDH's "Disinformation Dozen" claims, calling their data sample "in no way representative." "Harm" is the language of the UK Online Safety Act, the EU AI Act, and the emerging global regulatory framework. It is the language of child safety, consumer protection, and technocratic management. It is exactly the frame CCDH needs to transition from health speech censorship to AI control.
Bill Gates set the stage on August 26, writing that "if someone had a credible plan for slowing down AI advances globally, I would likely support it." The Gates Foundation had already announced a $200 million partnership with Anthropic four months earlier. Fund the lab. Frame the debate. Regulate the competitors. Cash in the IPO. This oligarch is still calling shots, trying to control the flow of information.
Anthropic's projected initial public offering could reach $100 billion at a $2 trillion valuation, the largest in American history. The Ban Artificial Superintelligence Act appears in the risk factors as material regulatory threat. The same oligarchs who weaponized fear during the COVID-19 pandemic to enforce mandates, lockdowns, and experimental injections and internet censorship of the truth are now weaponizing AI existential dread to criminalize decentralized knowledge technologies.
The criminalization of decentralized artificial intelligence is the real objective, here. Bernie Sanders' bill authorizes prison terms of up to 20 years for developing superintelligent systems. The definition of "superintelligent" will be written by the advisory board that organizations like CCDH are positioned to staff. The same censorship machinery that targeted independent health researchers now targets those who would build, use, or share knowledge through AI systems outside corporate and government control.
This is censorship masked as compassion, fear manufactured to justify control, and a regulatory framework designed to ensure that only the largest, most politically compliant technology labs survive. The American public is being asked to trade its technological sovereignty for an illusion of safety, just as it traded its bodily sovereignty for an illusion of pandemic protection.
The question every citizen must now answer is whether they will fall for the same trick again.
