Rep. Tom Tiffany reveals duplicate absentee ballots have “no barcode”

Rep. Tom Tiffany (R-WI) has revealed that approximately 2,215 duplicate absentee ballots sent to voters contain no barcodes, despite city officials stating otherwise.

On Sept. 24, the Madison clerk's office initially claimed that the duplicate ballots have identical barcodes, which would prevent them from being submitted twice. However, Deputy Clerk Jim Verbick admitted later that they sent duplicate ballots to 10 wards due to a data processing error. He explained that the mistake occurred when two identical files were merged, resulting in a doubled list of names and addresses. "Despite duplicate ballots being sent out, we will only accept one ballot from every voter and when we get them back we will make sure that we only have one ballot," Verbick said. "About 3,000 voters all use the same ballot style and we had to separate it into two different files to cover that range based on the limitation of the files that we can pull out of the registration system," Verbick told WKOW. "We tried to combine the two, and instead, one of them got copied instead of combined."

Tiffany called for an independent investigation into the Madison clerk's office, but city officials immediately rectified the error by notifying voters and urging them to submit only one ballot.

However, a day after the issue, Tiffany shared in a post on X that in contrast to the claims of having identical barcodes, the duplicate ballots had no barcodes.

"DEVELOPING," Tiffany tweeted, along with a photograph of one of the duplicate ballots without the required ballots. "Although the Madison Clerk's Office claims, 'The voting system does not allow a ballot with the same barcode to be submitted,' my office has proof that there is no barcode on the actual ballots."

Tiffany demands accountability, transparency on the absentee ballots

Aside from his revelation, Tiffany also sent a letter to Madison City Clerk Maribeth Witzel-Behl on Sept. 24 to demand accountability and transparency.

"Like many Wisconsinites, I was alarmed by recent reports that 'around 2,000' duplicate ballots have been sent out by your office," Tiffany wrote. "The Clerk’s Office has since issued a six-sentence statement claiming, without providing any significant details, that this 'error' affected 'an isolated number of voters' in a single ward and 'was quickly caught and corrected.'"

Tiffany has raised several key questions, including how the error was initially discovered and whether law enforcement has been involved to determine if it was due to incompetence or a deliberate act. Tiffany is also asking if the clerk's office has identified those responsible for the mistake and whether all relevant communications and records are being preserved. He inquires about the exact number of duplicate ballots sent, the specific ward affected and whether any similar errors have occurred in other wards.

He wants to know if any duplicate ballots have been returned and whether they are being set aside for investigation. Additionally, he seeks confirmation on whether the unique barcodes on the ballots are linked to identifiable voter profiles.

Tiffany doubled down on his call for accountability in a statement to Fox News Digital: "This can't just be swept under the rug," he said. "The people responsible for this need to be held accountable."
