LifeSiteNews reported that on Aug. 19, Russian President Vladimir Putin announced a decree approving the SVV. The new visa allows foreigners seeking "humanitarian support" – particularly conservative Westerners fed up with "destructive neoliberal ideology" – to relocate to Russia on a temporary basis.
According to the pro-life news outlet, the SVV program is part of a larger effort marketed to Westerners promoting Russia as a bastion of traditional values. The program, which will start accepting applicants this month, does not require potential visa grantees to have knowledge of Russian history or the ability to speak the Russian language.
"Applications may be based on the rejection of their countries' policies 'aimed at imposing destructive neoliberal ideas on people, which run counter to traditional Russian spiritual and moral values,'" Russian state-run news agency TASS reported. "The values are listed in the foundations of Russia's state policy in this field, while the Russian government is expected to compile a list of countries imposing unhealthy attitudes on their citizens." Meanwhile, the immigration consultancy firm MoveToRussia.com clarified some aspects of the SVV in a post on X. Visa recipients can apply for and be granted a Temporary Residence Permit (TRP) valid for three months. They can later apply for a Permanent Residence Permit (PRP), and later apply for citizenship five years after gaining the PRP.
According to the program's post, foreigners can only obtain a TRP through quotas under standard circumstances – excluding "special circumstances" such as the SVV. Such quotas usually get filled up at "the first two months of each year." Those who wish to bypass the process of obtaining the three-month TRP can get the permanent document directly by investing in Russia.
Russia: The last sanctuary against the degenerate West
The idea for the SVV first emerged in February, during the "Strong Ideas for a New Time" forum in the Russian capital Moscow that Putin attended. It was put forward by Irene Cecchini, an Italian student at the Moscow State Institute of International Relations. According to her, Moscow should ease entry rules for those who share traditional cultural and family values.
Putin agreed with Cecchini's proposal but noted that each case requires an individual approach. "It's a good idea to focus on traditional moral values when welcoming people who want to live here," the Russian leader said.
According to Putin, Russia has recently been seeing "more and more supporters around the globe" – mainly due to its policy of protecting traditional values. He added that such values are held in high esteem not only by Russians but also by "healthy people" everywhere, including in the West.
"The SVV is seemingly part of a larger, anti-woke push by the Russian government under Putin, who has not been shy about expressing disdain for what he has called the 'satanic' West," LifeSiteNews mentioned.
Putin has decried "Western globalist elites" for embracing LGBT ideology at various times over the past five years. These twisted practices include allowing homosexual couples to adopt children and permitting "sex change operations." Both of these are illegal in Russia, alongside the promotion of LGBT propaganda.
During the World Youth Festival in March, Putin remarked that everyone is equal because they are born to a "mother and father." He emphasized the importance of heterosexual relationships, adding that "it is always a male and a female parent" that allows for the formation of families.
The Russian leader denounced those who promote "cancel culture" during the Valdai International Discussion Club in the Russian resort city of Sochi in 2021. He equated them to the Bolsheviks who instigated the 1917 Communist Revolution in Russia that deposed the ruling Romanov family.
