Freelance journalist Ekaterina Blinova expounded on this link between the Clintons and the wife of Ukrainian President Volodymyr Zelensky in a Jan. 6 piece for the Russian state-owned Sputnik news service. She cited remarks by Wall Street analyst Charles Ortel, who has been investigating alleged fraud committed by the former president's eponymous foundation.
Meanwhile, the Ukrainian first lady established the Olena Zelenska Foundation – which sought to attract foreign businesses, funds and donors to "restore Ukraine's human capital" – in 2022. It was launched in September of that year, with Hillary – former U.S. secretary of state during the Obama administration – as among the guests. The Ukrainian first lady received two awards from the foundation in December 2022 and September 2023.
According to Ortel, this partnership between Hillary and Zelenska resulted in the foundation announcing the Clinton Global Initiative (CGI) Ukraine Action Network in September 2023. Blinova pointed out that "the Wall Street analyst is highly skeptical about the Clintons' new joint endeavor with the [Ukrainian first lady], who has also been mired in corruption allegations."
Ortel ultimately remarked that the Clinton Foundation and its numerous offshoots – including the CGI – were nothing but a vehicle to enrich the Clintons and their associates. He continued that the joint effort between the two entities "is likely nothing more than a vehicle to divert aid to corrupt ends." "By the time Hillary commenced work with [Olena], the Clinton family had more than 20 years of experience breaking key charity laws – especially in New York City and [New York] State," Ortel told Sputnik. He also highlighted the double standard in both the Empire State and the Big Apple, which "have targeted [former U.S. President] Donald Trump and his family for charity frauds – but allowed Clinton charity frauds to expand in scope, scale and international breadth."
According to Ortel, both the foundation and the CGI under it have not complied with laws concerning public charities. Under these laws, such entities must be controlled by truly independent boards of directors. Moreover, such entities must prohibit the creation of "private gain" through their operation and forbid partisan political activities under the regulations.
He explained to Sputnik that the Clinton family began operating in Ukraine in 2003, in association with various persons. This, even though the William J. Clinton Presidential Foundation – the original purported charity – never legitimately obtained approvals to operate outside Little Rock, Arkansas for any charitable purposes. According to Ortel, the original foundation's permissions were only to house the records for the Clinton presidency from 1993 to 2001 and allow interested parties to perform research on these records at the premises.
"Without complying with applicable state, federal and foreign laws, Bill and his cohort of co-conspirators then ostensibly raised money for a raft of 'charitable' projects – including in Ukraine – for which there has never been proper accounting," the Wall Street analyst explained. "If Ukraine maintains legal records on charities … there should be filings available to investigators that might allow authorities to compare claims made by Bill concerning his work there with apparent legal reality."
Ortel also shared with Sputnik that the Clintons have a long record of collaborating with the Ukrainian elites. Their partners include oligarch Viktor Pinchuk and his wife Olena, the daughter of former Ukrainian President Leonid Kuchma. Just like the Ukrainian first lady, Pinchuk's wife launched a foundation to raise funds to fight the HIV/AIDS epidemic in the country.
Pinchuk's wife established the foundation in close cooperation with the Clintons. Meanwhile, her husband is known as one of the most generous donors to Clinton Foundation charities.
This lack of scrutiny over the foundation's "charitable" projects in Ukraine mirrored Hillary's tenure as secretary of state during the Obama administration. Ortel noted that during the aforementioned period, there was "no oversight of monies flowing towards Ukraine from donors who believe they might be helping Ukraine repel Russia's special military operation."
