Russian President Vladimir Putin put the nation through these emergency drills to simulate the experience of what would happen during a nuclear war. Sirens and loudspeakers rang in all regions across Russia's 11 time zones in drills that lasted two days. This was Russia's first nationwide "civil defense exercise."
As part of the drills, television stations all over the country broadcast a notice saying: "Attention everyone! The readiness of the public warning system is being tested! Please remain calm!" These messages were also broadcast from loudspeakers nationwide.
Emergency services conducted simulations. One group in hazmat suits was observed in one Russian city running from a building with a dummy body on a stretcher accompanied by a pack of dogs.
One group of firefighters was seen hurrying to put out simulated fires as ambulances and other teams worked around them.
Footage spread all over Russian news and social media outlets showed schoolchildren participating in similar drills, including being taught how to correctly put on gas masks.
In certain cities, simulations were conducted in underground bunkers. In Volgograd, formerly Stalingrad, two shelters participated in the drill, with one shelter notable for being able to accommodate up to 36,000 people.
"The main goal of the drills is to check our readiness for specific actions," said Minister of Emergency Situations Alexander Kurenkov, who supervised the drills. He noted that the drills assume that martial law had been introduced and that all of Russian society had been mobilized either for war or for evacuation.

Emergency alert tests happened after 31 Ukrainian drones were shot down in Russia
The emergency drills and alert tests were notably conducted just hours after at least 31 Ukrainian drones were shot down within Russian territory, noted the Russian Defense Ministry.
"Attempts by the Kyiv regime to carry out terrorist attacks on targets on the territory of the Russian Federation were stopped," the defense ministry said in a statement on Telegram.
Nevertheless, Irina Tsukerman, a national security lawyer and geopolitical analyst, said that "Putin is not seriously concerned about [the] possibility of a nuclear or other major scale attack by NATO."
"The practice of martial law is particularly useful as Putin continues to crack down and isolate Russia from external influence. In reality, Russia is not preparing for a nuclear attack; it's preparing for a long-term imposition of internal restrictions, such as martial law," Tsukerman added.

It is designed to permit the president to speak to the American people within 10 minutes during a national emergency through various outlets.
The Federal Emergency Management Agency stated that the purpose of the test was to ensure that the systems "continue to be effective in alerting the public to emergencies, particularly at the national level."
