"We weren't allowed to ask about the 'big guy,'" he said, alluding to President Joe Biden. "We weren't allowed to include certain names in document requests and search warrants. So, we were precluded from following that line of questioning."
According to Shapley, he presented this to Congress because he believes the Department of Justice (DOJ) obstructed the IRS probe into Hunter's taxes. He noted that as soon as Joe Biden became the apparent Democrat nominee for president in 2020, the investigation slowed. He said the DOJ essentially refused to take action and that the whole thing got mired in red tape and delays.
Prior to the 2020 elections, the probe was forced to stop. When it resumed after the polls, there were further delays and blocks from the DOJ.
"We were conducting an investigation of Hunter Biden and we were trying to follow the normal process. We were trying to get to the bottom of it. And ultimately if it was going to lead to another individual we should follow that to determine what's actually happening," Shapley said. "There were definitely hindrances that I've never seen before in my 14 years, concerning this investigation that didn't allow us to follow through."
Shapley, who is still a supervisory special agent with the IRS, said he was prevented from pursuing any leads involving the president, including the 2017 email from James Gilliar, a business associate of Hunter, which bore the subject line "Expectations" and outlined a "provisional agreement" for "equity" in a deal with a Chinese energy company.
Two of Hunter Biden's former business partners who received the message told CBS News that a line in the email that said, "10 held by H for the big guy," means 10 percent held by Hunter for his dad.
When the email became public in 2020, Gilliar said the president was not involved. And in one of the interviews the Federal Bureau of Investigation (FBI) agents conducted during the investigation, another partner of Hunter said the same. Shapley also cited Assistant U.S. Attorney (AUSA) Lesley Wolf, whose interventions hindered the investigation. He recounted a 2020 meeting where Wolf allegedly acknowledged that investigators could establish probable cause to obtain a search warrant for a guest house on the president's Delaware property where Hunter stayed.
He said there were plans to search a storage unit in northern Virginia, where documents from Hunter's office had been moved. However, "AUSA Wolf had simply reached out to Hunter's defense counsel and told him about the storage unit, once again ruining our chance to get to the evidence before being destroyed, manipulated or concealed," Shapley said.
Shapley has been with the IRS since 2009. While critics doubt his credibility, he said he has "absolutely no political activities" in the past and has "never given a dollar to any campaign."
