(NaturalNews) The U.S. Army Special Operations Command (SOC) has filed a "Request to Conduct Realistic Military Training" to local officials in a half-dozen states in which some active duty elements of the U.S. Navy SEALs, Army Rangers, Army Green Berets and select Marine Corps units will simulate responding to domestic "insurgents."
According to a
PowerPoint presentation posted online by the Defense Department, the request is part of an exercise known as JADE HELM 15, in which SOC elements will engage in eight-week "unconventional warfare" (UW) with local officials.
"JH is a challenging eight-week joint military and interagency (IA) unconventional warfare (UW) exercise conducted throughout Texas, New Mexico, Arizona, California, Nevada, Utah and Colorado," says the PowerPoint proposal, adding that its aim is "to improve the Special Operations Forces' UW capability as part of the national security strategy."
The presentation describes "realistic military training" (RMT) as that which takes place outside a federal military base or other federally owned property, and is "designed to ensure proper coordinate between DoD [Department of Defense] and local and regional authorities." The exercise is scheduled to run from July 15 - September 15.
Texas and other 'hostile' states lean away from Obama administration politically
In addition to SEALs and Green Beret troops, other forces involved in the exercises include U.S. Air Force Special Operations Command; USMC Special Operations Command; USMC Expeditionary Units; and elements of the 82nd Airborne Division. They will be interacting with "interagency partners" throughout the exercise, the presentation states.
A legend contained within the proposal/presentation describes the entire state of
Texas as "Hostile," along with the entire state of Utah. A portion of southern California, along the border with Mexico, contains an "insurgent pocket" and is also listed as "hostile."
Meanwhile, Arizona is marked as "Uncertain: Leaning Friendly," while California, Nevada and Colorardo are listed as "Permissive." New Mexico is listed as "Uncertain: Leaning Hostile."
In a section marked, "Why Texas?" the presentation notes:
The United States Special Operations Command (USSOCOM) has conducted numerous exercises in Texas, because Texans are historically supportive of efforts to prepare our soldiers, airmen, Marines and sailors to fight the enemies of the United States. Also, the proposal cites Texas' "large areas of undeveloped land" with few people and ready access to lightly populated towns as necessary to the success of the
training.
The proposal says 1,200 personnel will participate in the exercise, "to include the training unit, operational support personnel, and opposing force personnel." It says that local officials in the affected states should expect "increased aircraft in the area at night;" some complaints about noise (likely from
military equipment, aircraft and blank gunfire); "some individuals may conduct suspicious activities designed to prepare them for complex environments overseas;" personnel who will be carrying weapons "with blank ammo;" and personnel who will be wearing civilian attire and driving civilian vehicles.
The upcoming
exercise has sparked much concern among what is commonly referred to as "the patriot community," noting that the Obama administration, politically, has been hostile to right-leaning groups and states.
Some, such as talk radio host Dave Hodges,
have suggested the exercise could be a "false flag" event aimed at taking down the power grid, or for some other purpose.
'This is just routine training'
Others have suggested that the exercise
could be training for the imposition of martial law.
"A couple months ago the DHS (Department of Homeland Security) and FBI (Federal Bureau of Investigation) stated that the number one threat to the United States is none other than its own citizenry," Joe McMaster writes at his
Freedom Outpost blog.
Still others
have reported that "FEMA domes" - large, dome-shaped mass detention facilities - are being constructed throughout the exercise region.
In an interview with
Stars and Stripes, USSOCOM officials pushed back against such theories, stating that the exercise was merely to train special military operations personnel.
"This exercise is routine training to maintain a high level of readiness for Army Special Operations Forces because they must be ready to support potential missions anywhere in the world on a moment's notice," said Army Lt. Col. Mark Lastoria, a spokesman for SOC. He also confirmed the planned exercises.
